I have estumined the accompanying Ordinsvoe, entitled

An Ordinance to amend the Lepers Ordinance, 1910,

and I am of opinion that the Ordinance is one which is not contrary to the Governor's

Instruction,

This Ordinance was introduced under the direction of the Secretary

of State (Lord Crewe) in his Despatch No. 315 of 4th November, 1910. It

amends the Lepers Ordinance, 1910 (No. 24 of 1910) and modifies the power given to the Governor-in-Council to order the deportation of alien lepers.

It repeals section 14 and substitutes a new section prohibiting the entry into the Colony of persons, not being subjects of His Majesty,-- suffering from leprosy and authorises the Governor-in-Council to banish such persons so entering.

The words "a subject of His Majesty" have been substituted for the words "a natural born or naturalized subject of His Majesty" as advised by the Secretary of State.
